Background and Justification:
The Government of Afghanistan has identified the rehabilitation of its Strategic Grain Reserve (SGR) as a key activity under its National Framework for Peace and Development (2017-2021). The aim of the SGR project is to ensure that Afghanistan is able to support a more resilient agricultural sector, to reach those most in need in times of crisis, and to foster stability and peace in rural areas. WFP’s role In supporting the SGR to date has involved infrastructure construction and capacity development to improve quality control and warehouse management.

WFP collaboration
in 2012, at the request of the Government of Afghanistan Ministry for Agriculture Irrigation and Livestock (MAIL), WFP Afghanistan began constructing the infrastructure for a SGR, which would replace and upgrade a system that had fallen into disuse. With the support of the Australian Government, and in close collaboration with MAIL, WFP managed the construction of a large bagged storage facility (with a capacity of22,500 mt) in Kabul, which was completed in August2013, According to the original pians, WFP would construct additional flat warehouses in Mazar-e-Shdrif, Herat, Pul-i-Khumri and Kandahar. However, following discussions with MAIL, WFP agreed to shift its involvement from the provision of infrastructure to capacity development.
  • Review of contractor submitted design, drawings, shop drawings, method statement, material inspection and certification and design review related to installation work of all mechanical/electrical/electromechanical equipment and power systems.
  • Review of specification for testing, verification, commissioning of equipment, machineries and materials.
  • Review of contractor submitted survey, design, drawings, shop drawings, BoQ and specifications of electrical, mechanical and electromechanical part of projects.
  • Review design of all ductwork and ventilation, cooling/heating, plumbing/sewer and management information systems of modern grain steel silos projects.
  • Review design documents/drawings of domestic heating installers fit central heating systems in homes and make sure the design match with iBC; AISC, ASME, ASTM, AWS and RCSC.
  • Review and make sure all silos, buildings systems meet their original design specification by testing and checking carefully.
  • Review design of power system and control panels that can operate and adjust cooling/heating systems.
  • Finding faults and offer recommendations.
  • Undertaking technical and feasibility studies including site investigations.
  • Perform other tasks as assigned by his/her immediate supervisor.
  • Be well familiar with international and local codes and standard in related fields of electrical, mechanical and electromechanical systems.
  • Be well familiar with the local market requirements related to mechanical, electrical and electromechanical construction field.
  • Be able to work independently and under pressure.
  • To have a habit of regular reporting to the management for project updates.
  • Be able to make quick, firm, fair & wise decisions.
  • Be able to handle multiple tasks of multiple projects of different construction natures.
  • Be able to estimate the time requirements for each phase of project construction.
  • Have a thorough knowledge of available building electrical, mechanical and electromechanical services resources in the local and international market.
  • Be able to apply all computer skills required for electrical, mechanical and electromechanical related design drawings, calculations, BoQ, planning, implementations, reporting etc.
  • Be familiar with the use of installation, testing and commissioning tools and equipment.
  • Knowledge and ability to apply computer application to include MS Office, internet and must know Auto CAD, ETABS and ZTAAD Pro.
  • Knowledge of sources of supply, market trends, pricing, and other related matters.
  • Ability to prepare reports and documents.
  • Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi­cultural, multi-ethnic environment with sensitivity and respect for diversity,
  • Master degree in Mechanical/Electromechanical Engineering or equivalent degree in engineering.
  • Minimum Genera! Experience: 10 years relevant experience.
  • Minimum Specific Experience (relevant to assignment): 7 years with master degree in installation of mechanical equipment in grain steel modern silos projects, review of design submittals related to mechanical, electrical and electromechanical works. International experience will be an added advantage.
  • Other Specific Experience (relevant to assignment): Need to precious experience in mechanical, electrical and electromechanical equipment and machineries design review and installation.
Work Arrangement & Deliverables
  • Engineer shall report to the Project Director of the Strategic Grain Reserves Project or an officer assigned by him to carry out the work corning under this assignment.
  • As directed by the Project Director/Engineer or his representatives and the Technical Team Leader.
  • The consultant engineer would be required to submit to 5GRP daily, weekly and final review and correction reports.
  • The reports containing findings, the description of field conditions and detailing the survey, survey calculations, design procedures, data collection, adjustments, and progress of work.
  • The consultant shall submit all reports comprising the results of review and correction all related topographic/geotechnicaI survey, design, data, drawings, specifications, schedules, BoQs and tendering documents to client within the schedule.
