Organizational Context and Scope

In the early hours of 25 August, violence broke out in the Rakhine state, resulting in severe unrest affecting minorities in the state. The extent and implications of the attack remain uncertain, however nearly 400,000 people are estimated to have crossed the border since the 25th August 2017. These new arrivals have crossed the border with bare minimum possessions and are in dire needs of food, shelter, WASH and health services. Existing services, including the GoB health, strengthened by IOM, have been overwhelmed.  New arrivals  have  been  identified as lacking access to life-saving information and lack immediate awareness of where and how to access services.
 
While IOM has been implementing CwC activities for over 12 months, with a field team operating on key sites and developing feedback systems, the L3 emergency has called for a drastic scaling up of rapid response CWC outreach.
 
Under overall supervision of the Site Management Program Manager, the CWC team is responsible for overall management of IOM CwC daily operations.

Responsibilities and Accountabilities 

Supporting IOM’s CwC Intervention
 
1.  Working  closely  with  the  AAP  advisor  provide  guidance  and  assistance  to  IOM  site management staff on accountability and community participation and engagement.
2.  Support the implementation of planned emergency CwC activities, including strengthening the community feedback mechanisms, consolidating and coordinating messaging and facilitating
information dissemination activities.
3.  Provide advice across IOM on accountability, outreach and community participation.
4.  Support the collation and analysis of incoming data, and create IOM responses and action- including producing updates, rumour control and other information products
5.  Through example, training and mentoring, build the capacity of the existing IOM field team members and new recruits.
6.  Support  collaboration  and  strengthen  IOM  relationships  with  partners  and  other  relevant
stakeholders. On occasion, represent IOM at other appropriate coordination meetings.
7.  Support and build on IOM’s radio listening clubs.
8.  Frequent duty travel to implementation area
9.  Perform any other tasks that may be assigned by the supervisor

Education

•           University  degree  from  an  accredited  academic  institution  preferably  in  Communications, Media, Development Studies or Community development.

Experience

•     5  years’  experience  working  in  community  engagement  (CWC),  community  development projects or working with community mobilization activities essential.
•   Experience working in a communications role and development of communications materials.
•   Strong leadership, coordination, negotiation, mobilizing skills
•   A demonstrated commitment to ensuring community participation.
