UNFPA-Logistics Officer-P3/4-Bunia, Ituri, DRC
Position Title: Logistics Officer
Receiving Agency: UNFPA
P Level: P3/4
Location: Bunia, Dem Rep of Congo
Duration: 6 months
Language: Fluency in French and English required.
Background Description of Emergency / Justification for Request (Please provide a short paragraph outlining the prevailing humanitarian situation and context and why this justifies the role.)
The ongoing conflict between the Armed Forces of the Democratic Republic of the Congo (FARDC) and the March 23 Movement (M23) in North and South Kivu, alongside violence by armed groups such as CODECO and the ADF in Ituri, has intensified, displacing millions and severely restricting civilian movement. This crisis has rapidly expanded to neighbouring provinces—including Ituri (the epicentre of the 17th Ebola virus disease outbreak), Tshopo, Haut-Uélé, and Bas-Uélé. The declaration of the Bundibugyo Ebola outbreak in May 2026, compounded by chronic insecurity and large-scale displacement, has triggered a severe public health emergency. The collapse of basic health, protection, and social support systems across affected areas has left vulnerable populations, particularly women and girls, exposed to extreme risks. These include unmet sexual and reproductive health (SRH) needs, a sharp decline in assisted deliveries and antenatal care, and heightened vulnerabilities to gender-based violence (GBV) and mental health distress, necessitating an immediate scale-up of multi-sectoral emergency response interventions.

Security Situation Summary in country and main threats: (i.e armed conflict, terrorism, crime, social unrest, hazard)
The security situation across the eastern provinces remains highly volatile and uncertain:
The security situation across the eastern provinces remains highly volatile and uncertain:
- Armed Conflict and M23 Expansion: Armed conflict continues to drive mass displacement. M23 control over key areas in North Kivu (such as Walikale and frontlines along Lubero) and persistent insecurity by groups like ADF and CODECO in Ituri severely restrict civilian movement through checkpoints, roadblocks, and curfews. This ongoing violence severely disrupts access to essential health services, including maternal care and clinical management for survivors.
- Epidemiological Threat & Health Security: The 17th Ebola outbreak (Bundibugyo strain) is multi-foyers, interprovincial, and mobile, with active transmission hotspots concentrated in Ituri and North Kivu (including Beni, Katwa, Butembo, and Bunia), alongside recent spread into Tshopo, Haut-Uélé, and Bas-Uélé. Low contact-tracing coverage, community resistance, and saturation of treatment facilities compound the operational challenges.
- Crime and Urban Insecurity: Cities like Bunia and regional hubs experience persistent urban crime, including nighttime armed robberies, targeted killings, and risks associated with unauthorized or hazardous local transport (such as motorcycle taxis/boda bodas).
- Hazards and Environmental Risks: Regular operational hazards include road traffic accidents, flood risks along lake and riverine regions, disease outbreaks (such as cholera and Mpx), and severe weather events during rainy seasons.
Under the overall supervision of the UNFPA Head of Bunia Decentralized Office, the Logistician works in close collaboration with implementing partners, other agencies and field staff to coordinate overall logistics support for UNFPA operations and in particular ensure effective management of emergency RH commodities and supplies at the central and peripheral levels (including management systems to record, track and report receipt, storage, refrigeration, transportation and distribution of all UNFPA goods including medical supplies).
To date, the procurement and supply operations managed by the Country Office for the eastern areas cover a broad range of humanitarian, emergency, and regular operational needs, including:
- Regular supplies and general procurements procured prior to the scale-up activation managed by Bunia for a large areas of Eastern DRC ;
- Multi-sectoral emergency commodities, including reproductive health and rape kits for GBV interventions,
- A high volume of newly ordered commodities and medical supplies required for the ongoing L3 Ebola scale-up response;
- Any pre-positioned items.
